Becomes the gatekeeper for foreign importers of record

Starting January 5, 2027, a company importing goods into the United States has to show it is American enough, or hand the filing to a broker certified under a federal security program. U.S. Customs and Border Protection's interim final rule defines a U.S. importer of record as a citizen, a lawful permanent resident, or a company that is at least 51% owned by them or directly holds significant unencumbered U.S. real estate.
