Ireland's parliament voted Wednesday to remove the United Nations Security Council's veto over where its soldiers can deploy. The Defence (Amendment) Bill passed its second reading 79-71, clearing the first major hurdle toward scrapping the 'triple lock' that has governed overseas peacekeeping since 1960.
