Detained in Bulgaria; extradition to Lebanon blocked at first instance, pending appeal
Five years after a warehouse of ammonium nitrate obliterated much of Beirut, a Bulgarian court has just refused to send the man tied to the ship that carried the chemicals back to Lebanon. The man is Igor Grechushkin, a dual Russian‑Cypriot businessman. Sofia's judges said Lebanon hadn't convincingly promised he would be shielded from the death penalty if extradited.
