U.S. Customs and Border Protection has approved about $126 billion in refunds for tariffs the Supreme Court struck down in February, out of roughly $166 billion collected. The money moves through CAPE, the portal CBP built after the ruling and opened on April 20. Judge Richard Eaton has ordered the agency to reopen entries it treated as final for importers in litigation, and on October 8 he certified a class of importers who never sued.
