Judge Indira Talwani issued a preliminary injunction Friday blocking the U.S. Postal Service's new mail-ballot rule for the November 3 midterms. The ruling replaced a temporary restraining order, and the Trump administration renewed its emergency appeal to the Supreme Court on Sunday.

Rule Changes

Granted summary judgment in a companion case Aug. 25, keeping the Postal Service from enforcing the ballot-verification rule even after the Supreme Court let other parts of the order move ahead.

For more than a century, states have run their own voter rolls and decided who gets a mail ballot. In March, President Trump ordered the federal government to build one national list and told the Postal Service to mail ballots only to people on it.
