Says the Tribeca store will open; working through landlord and city disputes

New York City health inspectors ran a pre-permit check at Modern Bread & Bagel's Tribeca site on Sept. 28. The inspection at 130 Duane Street is a required step before the city issues a food service permit, not the permit itself.
