San Francisco is filling its emptied statue pedestals with something new: temporary monuments to refugees, paleteros, garment workers, and families of the Great Migration. Five artist teams began installing works this summer as part of the San Francisco Arts Commission's Shaping Legacy project, the culmination of a six-year, $3 million effort funded by the Mellon Foundation to rethink the city's 105 civic monuments.
