A tuition-free culinary school is leaving the Mass and Cass drug zone for a new $18 million home in Nubian Square. Boston's Zoning Board of Appeal approved the move on September 8, clearing the way for New England Culinary Arts Training (NECAT) to buy and renovate a three-story building on Washington Street.
