Christian Hunter, the chef who earned a Michelin star at Atelier in its first year, is one step closer to opening Hooligan, his first solo restaurant. Chicago issued two business licenses on Sept. 11 to the Logan Square spot, covering retail food preparation and liquor consumption on the premises.
