Bipartisan Infrastructure Law creates Airport Terminal Program (2021)
Congress passed the Infrastructure Investment and Jobs Act, a $1.2 trillion package that included $5 billion over five years for a new FAA Airport Terminal Program. This was the first federal program specifically dedicated to airport terminal construction and improvement, as opposed to runways and airfield infrastructure.
Airports nationwide competed for roughly $1 billion per year in terminal grants, funding projects ranging from new concourses to accessibility upgrades.
The program has distributed billions to airports of all sizes, becoming a reliable federal funding source for terminal modernization during its five-year authorization.
The $28 million Charlotte Douglas grant comes from this program. Its future funding level—set to expire after FY2026—determines whether more Charlotte projects get federal support in coming years.
