The Richmond Planning Commission on August 18 reviewed two residential projects that need special use permits to exceed existing zoning: duplexes at 3407 Lawson Street and a mix of single-family and duplex homes at 1003 Baywood Court. City staff recommended approving both, citing alignment with the Richmond 300 master plan.

The projects fit a larger pattern. Since Richmond 300 was adopted in December 2020, the city has used special use permits as its main tool for adding density, approving 7,475 housing units. Only 7 of 485 proposed permits have been denied, but the process is slow, and a planned code refresh could shift much of this development to by-right approval.
