Repeal of Prohibition (1933)
The 21st Amendment repealed the 18th Amendment, ending the nationwide alcohol ban that had been in effect since 1920. It returned alcohol regulation authority to the states.
States began issuing their own licenses to bars, stores, and distributors instead of a federal system.

Shows why a liquor store needs a state-issued license, and why a new operator filing for a permit is a required step before it can sell alcohol.
