The Los Angeles City Council voted 9-6 Tuesday to block a three-month pilot that would mount Axon license plate readers on streetlights in the west San Fernando Valley. The motion needed 10 votes to send the agreement back to the Board of Police Commissioners. It fell one short, so the pilot proceeds.
