In December 2025, a newly formed Chinese state institute filed for 200,000 satellites with the International Telecommunication Union, claiming spectrum priority for the largest constellation ever proposed. Early filers get priority on orbital slots and radio frequencies, which amounts to buying options in low Earth orbit.
