Led negotiations and signed for Vietnam

Vietnam signed a free trade agreement with Switzerland, Norway, Iceland, and Liechtenstein on October 18, closing 14 years of on-again, off-again negotiations. The pact removes or cuts tariffs on most industrial, agricultural, and fish products — Norwegian salmon goes duty-free the day it takes effect — and covers services, investment, intellectual property, and sustainable development.

For four years, Russian buyers could pick up a banned Asus laptop or an HP server through a workaround called parallel imports. That ended on May 27, when an order from Russia's Ministry of Industry and Trade pulled roughly twenty Western and Asian computer brands off the approved list.
