Federal government builds digital permitting stack for environmental reviews

New Capabilities

Confirmed as 13th CEQ Chair, September 2025

The National Environmental Policy Act (NEPA) has governed federal environmental reviews since 1970. For most of that time, the process relied on paper, siloed databases, and ad hoc searches. Now the federal government is assembling a public digital stack. It includes a common data standard, a searchable database of 2,290 categorical exclusions across 60-plus agencies, a workflow tool for completing environmental reviews, and APIs with shared schemas for developers.
