Detroit's housing shortage and zoning reform effort (2024-2026)
Detroit's zoning code had become one of Michigan's most restrictive, making much of the city's existing housing illegal to build under current rules. With a housing shortage and rising rents, the City Planning Commission recommended changes to allow smaller lots, more units by right, accessory dwelling units, and fewer parking mandates.
The proposed reforms are under consideration by city leadership.
If adopted, they could make multifamily development like 203 Smith St easier to build across the city.
The 203 Smith St permit is a test of whether Detroit's development climate is actually improving—and whether new approvals translate into new housing.
