Prohibition and the 21st Amendment (1933)
The 21st Amendment repealed federal Prohibition and ended the nationwide ban on alcohol. It returned authority over alcohol sales to state governments, each of which set up its own licensing systems.
States adopted agencies to license and regulate sellers of beer, wine, and liquor.
Today, most states require a permit before a bar or restaurant can serve alcohol, which is why a new taqueria needs a TABC licence.
The licence Taco Tachidos just received exists because of the 1933 handoff of alcohol control from Washington to the states.
