Prohibition and the 21st Amendment (1933)
The 18th Amendment banned alcohol nationwide from 1920 onward. The 21st Amendment, ratified in 1933, ended Prohibition and handed alcohol regulation to the states.
States created licensing agencies to regulate producers and sellers, including Texas's liquor control board.
Every state now issues permits for alcohol sales in its own system, and the mixed beverage permit Los Paisanos received is a direct descendant of that post-Prohibition structure.
It explains why a Fort Worth taqueria must obtain a state-level liquor permit before serving a margarita: Texas has controlled alcohol licensing since 1935.
