Repeal of Prohibition and the 21st Amendment (1933)
The 21st Amendment ended 13 years of federal alcohol prohibition and handed alcohol regulation to the states. California established a licensing system that still governs alcohol sales today.
States created their own alcohol rules; California's ABC began issuing licences.
Every alcohol producer, distributor, and retailer in the state needs an ABC licence, with types like the 21 designating what and how they may sell.
The type 21 licence now held by City Food & Deli exists because the 21st Amendment gave states control over alcohol. Without such a permit, the store couldn't legally sell full-strength alcohol.
