In July 2017, a man at a London music festival slid his phone between Gina Martin's legs and photographed her. Police closed her case with the news that upskirting wasn't a specific crime in England and Wales. Eighteen months later, her campaign changed that.

The Voyeurism (Offences) Act 2019 added upskirting to the Sexual Offences Act 2003 as a specific crime. Punishments range up to two years in prison, and the most serious offenders go on the sex offenders register. Before the change, prosecutors could only use outraging public decency, an old common law offence that needed two witnesses, not a victim.
