Repeal of Prohibition (1933)
The 21st Amendment ended 13 years of national alcohol prohibition. It returned alcohol regulation to the states, letting each set its own rules for producing, selling, and transporting alcohol.
States quickly built licensing systems; California moved toward a state-controlled alcohol regime.
Alcohol licences became a state-granted privilege tied to specific premises, transferable only with government approval.
