China lets clinical medicine students graduate without a thesis

China lets clinical medicine students graduate without a thesis

Rule Changes

A pilot expands 'practical achievement' degrees from engineering to medicine, translation, agriculture, accounting and art

Overview

Updated 54 minutes ago

On 22 October 2026, a team of government-appointed education advisers released draft rules letting professional master's and doctoral students in clinical medicine graduate with a practical achievement instead of a thesis. A student could now submit an analysis of a special clinical case, or an investigation into a problem facing a medical institution, and defend that instead of a dissertation.

The change makes clinical medicine the second field to get this pathway. Engineering students have had it since 2024. Translation, agriculture, accounting and art are next in line, according to the State Council Academic Degrees Committee, the body driving the reform.

Why it matters

China trains most of its doctors and engineers through professional degrees. Changing what counts as a final exam changes what those graduates are taught to do.

Scenarios

1

All five disciplines adopt practical-degree rules by 2028

Likely Resolves by End of 2028

Discussed by: Office of the State Council Academic Degrees Committee, which said the reform will roll out in batches

Each discipline's education steering committee writes basic requirements covering what counts as a practical achievement, how it is documented and how it is graded. Universities then write their own implementation rules. If the committees finish on the engineering timetable, all five fields have working rules within about two years.

2

Clinical medicine standards stall over specialty-by-specialty assessment

Possible Resolves by Q2 2028

Discussed by: Liping Duan, national clinical medicine advisory committee member

Duan's warning is that a single standard cannot cover cardiology and dermatology at once. If the committee cannot agree on what verifiable evidence looks like across specialties, clinical medicine could end up with broad principles and leave the hard judgments to individual hospitals, producing uneven quality.

3

More professional disciplines join the pilot

Possible Resolves by End of 2028

Discussed by: State Council Academic Degrees Committee, which named the five as a first batch

The policy calls the five disciplines a first batch, implying others follow. Business administration, education and public health are the obvious candidates because they are professional degrees with practice-heavy curricula. A sixth discipline entering the pilot would confirm the model is spreading rather than stalling.

Historical Context

2 moments from history that rhyme with this story — and how they unfolded.

September 2024 - 2026

Engineering practical-degree pilot (2024)

China released trial requirements letting engineering master's and doctoral students earn professional degrees by developing a new product, technique, project or installation instead of writing a thesis. More than 140 students in the pilot programmes applied on that basis.

Then

Universities gained a working template for documenting and grading practical work, including industry experts on defence panels.

Now

The engineering trial became the reference model the clinical medicine rules were built on, and the reason the government felt confident extending the approach.

Why this matters now

Clinical medicine is the second field to use the pathway, and the engineering pilot is the only working evidence of how it functions in practice.

May 2025

China University of Petroleum practical master's defence (2025)

Master's student Zhang Baichuan defended a drilling fluid additive developed over nearly two years with a company. The panel included three industry experts, who unanimously recommended his engineering master's degree with an 'excellent' rating.

Then

Demonstrated that a company-linked project could satisfy degree requirements and satisfy outside examiners.

Now

Gave the reform a concrete case of industry participation in assessment, which the clinical medicine rules now try to replicate with hospital and clinical practice.

Why this matters now

It shows what a practical defence looks like when the work is done with an outside partner, the model clinical medicine students would follow with hospitals.
