San Francisco scooter clampdown (2018)
Bird, Lime, and Spin deployed thousands of dockless scooters without permits, clogging sidewalks and sparking complaints. The city ordered them removed and later created a strict permit system with parking rules and caps.
All scooters were pulled from streets for months while the city developed regulations.
Established a model where cities require operators to share data and follow parking and sidewalk rules.
Salt Lake City's geofenced zones are a direct descendent of the permit-based enforcement pioneered in San Francisco, though SLC is implementing it without a full permit overhaul.
