China's Communist Party expels 33 officials at fifth plenum

China's Communist Party expels 33 officials at fifth plenum

Rule Changes

Record vacancies in the Central Committee as Xi tightens discipline before an expected fourth term

Overview

Updated 50 minutes ago

Of the 376 people named to China's Central Committee in 2022, 279 attended this week's fifth plenum. The other 97 seats were empty. Party media confirmed 33 of them had been formally expelled, the largest single round of removals at such a meeting in modern Chinese history.

The expulsions include Zhang Youxia, until recently the second-ranking officer in the military hierarchy, and Ma Xingrui, the former party secretary of Xinjiang. Sixteen of the 33 were military officers, and the party elevated its military anti-corruption chief, Zhang Shengmin, to the Politburo in the same session.

Why it matters

Xi is clearing the party and army of officials before a 2027 congress where he is expected to seek a fourth term.

Scenarios

1

Xi wins a fourth term at the 21st party congress

Likely Resolves by End of 2027

Discussed by: BBC Mundo and the Carnegie China researcher Chong Ja Ian, both cited in plenum coverage

The plenum's discipline resolution and the purge of potential rivals clear the field for Xi to be reconfirmed at the congress expected in autumn 2027. No successor has been signalled. The mechanics are well established: the outgoing Central Committee proposes the next one, and the congress ratifies it.

2

A successor is elevated to the Standing Committee

Unlikely Resolves by End of 2027

Discussed by: Analysts quoted by BBC Mundo expect Xi to dominate personnel selection rather than name an heir

If the 2027 congress places a clearly younger figure on the seven-member Standing Committee with a succession-ready portfolio, it would break with Xi's pattern of concentrating authority. Most analysts quoted in this round expect the opposite: more power consolidation, not a handover.

3

Another serving Central Military Commission member is expelled

Possible Resolves by Q3 2027

Discussed by: South China Morning Post reporting on the widened military anti-graft campaign

Sixteen of the 33 expulsions were military, and the officer who runs military discipline inspection now sits on the Politburo. That combination points to more investigations rather than fewer, with defence contractors and procurement officials already in the net.

Historical Context

3 moments from history that rhyme with this story — and how they unfolded.

2012-2015

Bo Xilai and Zhou Yongkang purges (2012-2015)

The party expelled Politburo member Bo Xilai in 2012 over the murder of a British businessman and corruption, then broke with precedent in 2014 by expelling former security chief Zhou Yongkang, the first sitting Politburo Standing Committee member to fall. Both were tried and given life sentences.

Then

The cases established that no rank was formally off limits and gave the anti-corruption campaign its public template.

Now

Removals of senior officials became routine party business rather than exceptional events.

Why this matters now

The fifth plenum's 33 expulsions are the same mechanism at larger scale: discipline cases ratified in bulk at a leadership meeting.

March 2018

Presidential term limits removed (March 2018)

The National People's Congress approved a constitutional amendment deleting the two-term limit on the presidency, with 2,958 votes in favour and two against. The change removed the formal barrier to Xi remaining head of state beyond 2023.

Then

Xi was re-elected president in 2018 and again in 2023 without a term constraint.

Now

The move made an open-ended tenure legally possible and shifted attention to the party congress as the only remaining checkpoint.

Why this matters now

The 2027 congress is now the venue that matters for a fourth term, which is why control of the Central Committee's composition is the stakes of this purge.

October 2022

20th party congress (October 2022)

Xi secured a third term and filled the Central Committee and Politburo with loyalists, including the 376 members whose ranks have since thinned. The congress also elevated figures such as Zhang Youxia to the military commission.

Then

The leadership looked consolidated, with no clear successor named.

Now

Nearly a quarter of that cohort is now gone, showing how quickly a packed committee can be re-packed.

Why this matters now

The 279 attendees this week are what remains of the 2022 cohort, and the missing 97 set the scale of the purge cycle.
