Salt Lake City's council voted Tuesday to make permanent a rule capping daily water use for new nonresidential buildings at 200,000 gallons. The limit, an emergency measure in place since March, was set to expire Sunday.

The vote comes with the city deep in drought. Two-thirds of Salt Lake County is in extreme condition, precipitation is 4.61 inches below normal, and August brought a record 109°F. Council members called 200,000 gallons a starting point; several want it lower.
